The DBZ "Hit Song Collection" CDs are an odd breed. There are 20 of them in total, including two remix CDs. The "Hit Song Collection" CDs are comprised of opening and ending themes to the TV series, movie ending themes, TV episode insert songs, and (mostly) what are referred to as "image songs."
What is an image song? It sounds confusing at first, but once you realize the marketing machine that the franchise truly is, it begins to make more sense. Perhaps you have seen CDs saying something along the lines of "Music From and Inspired by the Motion Picture... (insert title of movie here)". Think of the "Hit Song Collection" CDs and their image songs like this. Some songs will be right from the series, but most of them are songs that were recorded specifically for these CDs and never had anything directly to do with the show. Almost all of them are sung by the regular artists (Hironobu Kageyama, KÛKO, Ammy, etc.), and are fun listens meant to flesh out and pad the albums.
The music from these CDs have been collected many times over the years, either in part or in (nearly) whole:

The "Never Ending Story" two-disc set (1996) is a sort of "Best Of" collection of songs (split up into a mostly-up-tempo first disc, and a mostly-down-tempo second disc).

The "Complete Song Collection" sets (2003) are four three-disc sets that contain the majority of music from the "Hit Song Collection" series, as well as additional songs released either after the "Hit Song Collection" had completed its run, were released on video game soundtracks, etc.

The "LEGEND OF DRAGONWORLD" two-disc set (2006) collected nearly every vocal theme that appeared in the DBZ TV series and movies, as well as some of the most popular image songs.

The thirteen-disc "Complete Song Collection Box" (2008) collected all of the music from the previous "Complete Song Collection" sets, as well as even more "rare" songs like karaoke versions, live performances, etc.

It is important to note that several songs originally released on the "Hit Song Collection" discs were never contained in any additional sets. Some of these songs include the DBZ TV episode 120 insert song ("Battle Point Unlimited"), and MONOLITH's instrumental image songs from Hits 7 AND 13.
All twenty of the "Hit Song Collection" CDs were re-released by Columbia on 20 September 2006 for ¥1365. While new catalogue numbers were assigned to these re-releases, their contents otherwise remain untouched (including the above-mentioned songs that were never re-collection on any sets).
